In the Netherlands you're considered an entrepreneur for income tax from the first euro and are liable for VAT. You register with the Chamber of Commerce, choose between a sole proprietorship or BV, and keep proper bookkeeping. In Belgium you choose between self-employed status or a company, pay social contributions, and are liable for VAT once your revenue requires it.
